The Plan does not focus on funding public good activities. All passenger transport projects for which grant applications have been received since 1998 and are reported to have passed "legislative filters" are unambiguously private good activities. The benefits arising from those projects accrue to clearly identified individuals or group of people, namely the users of such services. Any grants for the passenger transport projects listed in the Plan, including rapid transit systems, are arguably ultra vires.
