As a country with one of the highest natural capital endowments per person in the world, New Zealand is not just sitting on a gold mine, but oilfields, iron ore deposits, high grade coking coal seams, and numerous other industrial minerals. Yet much of this mineral endowment is likely to remain untapped due to onerous and overly complex regulation.
This is of particular concern to rural New Zealand, where the resource estate could help communities stem the tide of urbanisation and economic deterioration that has left many provincial centres in a state of decline.
