CER has, without doubt, been of significant benefit to New Zealand. There are, however, a number of outstanding areas for reform. Priorities include removing the restrictions on the free flow of capital and the remaining exemptions for goods and services. More broadly, New Zealand should actively explore developing similar relationships with other countries, either on a bilateral or, preferably, a multilateral basis.
