Their regulation, including the role and effectiveness of regulatory agencies, is a significant public policy issue. • A first principles examination of the Securities Act 1978 (the Act) and related regulation should be undertaken. There is a strong case to allow issuers and investors to choose either to opt into, or out of, any standard regulatory regime.
