In this submission, section 2 reviews the BPS's objectives. Section 3 discusses whether the fiscal strategy in the BPS is consistent with those objectives and touches on problems of regulation. Section 4 focuses on the problem of unprincipled and wasteful government spending. It makes a case for a lower and flatter tax structure and greater taxpayer empowerment. Section 5 makes some concluding comments.
